Frontrunner movement studies the vendor at the front of the recommendation. The leader can keep its position, be demoted, or be eliminated as requirements are added, and the change can target the leading position rather than a specific vendor.
The core question is whether the opening leader keeps its lead, and where it loses it. What remains open is whether the position-based movement holds across evaluators.
